These accessories do not look terribly expensive and could probably be rigged to make an out of bounds line.

Last night we discussed tie off with weights on the side of the pool which has its drawbacks. Today I was thinking you put plastic weights on the bottom of the pool tied to your lane line with rope just long enough to reach the water's surface. Should keep em in place with minimal risk of injury.

Kent recommended sand bags instead of weights--easier on the feet
